Flood control message

All of a sudden we are experiencing

Flood control is active on this forum, please wait 5 second(s) before replying or posting.

It keeps giving the message over and over even though 5 seconds have passed.

We had the same problem today on onesixthfigures.forumotion.com (except that it wanted us to wait for 2 seconds, if I recall correctly) and when I logged into the Administration Panel to change or eliminate the Flood Control setting, the minimum possible time was 10 seconds (and it would not let me set it to anything less, or 0), although that should not have triggered the intrusive message which simply appears to have delayed (not prevented) the actual posting of new posts. At any rate, the problem seems to have sorted itself out (at least on our forum), as by the time I managed to remember my password and actually log in here to report that more than one site is experiencing this issue, messages could be posted without this issue popping up. Perhaps it is resolved on Guardian-Angel's forum, too. That said, it is intrusive and disconcerting enough to be investigated and it would make sense to make it possible for us to turn off this option in case it acts up like this.

This abnormal operation was linked to a development bug and in normal times, without this bug, the message would not simply be displayed.
