How do you unlock the forum?

Im done with my forum but I have no idea how to unlock it for viewers to join. Can anyone help me?
Also, how do you sticky topics lol.. Sorry but it's my first time creating one.

For the sticky, while posting a new topic, at the bottom in "options" you've got "post topic as", choose "read-it"

To unlock the forum, go to your admin panel > general > configuration > check "no" for "forum on holiday" and "forum in construction", then save!

is only by default -only for a day-
