I want to allow only moderators and administrators to create sticky posts. How would one go about this?

Administration Panel > General > Forum > Categories & Forums
Modify each forum's permissions.
[Advance Mode] Check only the boxes for administrators and moderators to create stickies.

When your topic has been solved, ensure you mark the topic solved.
Never post your email in public.
