I was wondering if there is a way where I can make a specific category or forum where only Admins can create topics and members can only post replies..

Make sure that only the boxes for who you want to have permissions are checked in the permissions.

There are only boxes where they can view and write. I want them to comment, but not be able to make a new topic unless I have to push advanced.

Nevermind, I found it. Was in the advanced area. I unchecked members to create topics and polls in that section. Thanks!
