No one is able to create topics

Everything else I have been able to do fine but for some reason no one can create topics.

I have checked permissions and have made accounts for each group and everything is correct but the option to create a topic is simply missing.

As you can see, it clearly says "You can post topics" but there is no such button actually available.

ACP-->Display-->Pics Management-->Advanced-->Buttons. See if heading Post New Topic-- has an image next to it.

Also could you provide your forum url?

EDIT: Sorry I removed my above post after you made your second post as it wasn't what the problem could have been. Sorry about that I've made you look like you've triple posted, that's my fault.

Try adding an image button.
Go to ACP > Pictures and Colors > Pics management > Advanced Mode > Buttons:
- Post a new topic: (Put the image here)
