This Board has no Fourms Empty This Board has no Fourms

I have a test user that when I login as him I see the following message "This board has no forums". If I check Groups it displays he's in the correct group.
If I login as Admin I can see he's in the correct group and that group show access to the forums I what that group to be able to see and use.

Any suggestion?
