Can I lock the "Add Reply" button on a TOPIC?

Description of problem
Hey guys.So i have a section in my forums called "Ban appeals" we use this to answer ban appeals from people that have been banned from my online game.
I would like to LOCK each topic after they have been answered, meaning that people could no longer "Add reply" and therefor would have to make a new topic each time. however i can not find an option to do this anywhere.
keep in mind i don't want want to lock the whole forum, just each topic as it is needed.
Is anybody able to tell me how to change this, if there is a way at all?

Just press the lock button in the moderate tool.
