User can't load the site

One of my users can't load the forum or any other forumotion host.
He can load other sites just fine and he's the only one having a problem with it. So I'm a bit unclear about how or what...
Makes me think he might be banned on every forumotion forum...

Does he get any error messages when he tries to go the any Forumotion site?

Nope, just doesn't load at all...

Does he get a message from his browser?

He can't connect. He gets timeouts.
Tried IE, chrome, firefox. Neither work.
Cleared history, cache, didn't fix it.
Reset the modem. Didn't work either.
Using tor or a proxy does allow him to view the forums. He can't register here though, gives him an error

Anyway, if he comes back online, I'll ask him to ping and do a traceroute.

While using a proxy he was told he is not allowed to register or login.

somehow magically got fixed so ...
Only his IP changed, so I suppose something was wrong there :p
