Solved Members Can't Register!!?

My friend tried to register on my forums, and it said that it had been forbiddin, but i do not recall ever forbidding anything. please help? what can i do for unforbid it?

-It also says my forums is locked? how do i undo that?

Solved It Isn't

yeah, i checked to see if it was under construction. Unfortunately, that wasn't the issue.
I think the problem is that the forums is locked... Do you know how to lock/unlock the forums?
