Weird Frame around Links

Every time I click on a banner or a link, it has a weird red frame around it. It never happened before and now its happening. Does anyone know what it is?

As soon as you click on a link it has a red frame around it. My screenshot won't work for some reason. So here's link. If you click on Enter, I think you'll see a red box around a picture.

I do not see a red box. When I hover over links, they turn red.
