Normal users cannot see images / video

This was a quote from a member of mine that he posted in the "Bug Report" section of my forum.

I keep seeing things like these [Only admins are allowed to see this link] src="[Only admins are allowed to see this link] width="425" height="350" type="application/x-shockwave-flash" wmode="transparent" quality="high" scale="exactfit">

Apparently normal users and moderators cannot see images / videos on my forum other than avatars and the forum banner and background and I would like to know why this is?
On all images posted on the forum other than avatars, the banner and background it says this. Such as in Signatures and Topics.
