Solved Enabling HTML via Profile

I have created a "Test" section on my forum for HTML and have enabled it as described in https://help.forumotion.com/t35636-enabling-html

However on that page the bit that says:

Enabling HTML via Profile

Profile tab (found on Navigation Bar); or My Profile (found on the Log-In widget) >

Preferences tab >

From that page, scroll down a bit to where Always allow HTML : is keyed on the page, and select Yes next to it.
Be sure that you Save the settings afterwards.

Also, there is a high recommendation for you to have an Announcement in your forum discussing how users can enable HTML.

I cannot for the life of me, find these exact sections in the Admin panels/tabs.
Where is this ("found on Navigation Bar)" in the Admin section?
What is "&gt" mean also?

Please help this fool? I have been looking for six hours plus, now.
Can you tell be exactly where to find the above?
Sorry for asking what is probably a stupid question.

Profile > Preferences is not in the administration panel. It is in each member's profile.

I have looked in the section for User & Groups, selected a sample member and and cannot find the Profile - Preferences section referred to.

Under any individual user I have checked the options in the two available tabs "Modify" and "Permissions" and cannot find the sections referred to there either!

I'm very confused.

Can some one talk me through exactly what pages/tab/sections I'm supposed to be going to?
Been looking now for a day now and been all over the place.

Its not in the admin panel. Its a navigation button.

Which is found where?
If its in the "Post a new topic" window/section I cannot find it.

Very frustrating, near two days now trying to hunt this down.
Can't even posts screen shots here yet (7 day limitation) of what I am seeing.

Home, FAQ, Memberlist, Groups. Profile, etc.
