Solved Adding a warning bar?

confused I am not quite sure how to add a warning bar to my website. Maybe someone can help me?

I mean I want to add a warning/Ban bar like help.forumotion.com/ has.

But I am quite new to forumotion. So I was wondering how I can add this warning bar to my site!

my site is socialforum.forumotion.com/

Maybe I should give my un and pw to a site admin to ask him/her to do it for me!
