Solved How do I let people post links on my forum?

I run a forum, and one of my new members wants to post a link. My forum won't let him post any links until his account is one week old. Is there a way to change this so he can post links immediately? Thanks for the help.

Unauthorize members with less than a week registration to post external links and emails: No
