How to link external CSS to HTML page (the one in modules)

Or can you only use the default CSS file in colors? And is it possible to change the link URL for the HTML page?

Ok but do I need to upload a seperate CSS file? How does that work?

Yes you can upload the file to a third party hosting site such as bravenet.com or something.
