Pinning rules

In my forum I would like to pin the rules to the top of the page just like they do in this forum as the topics keep getting posted in general discussion catagory on my forum the rules keep getting bumped to the end.. PLEASE HELP . Thanks

Edit the first post of the rules and check the box for sticky, announcement, or global announcement.
