Edit toolbar has vanished

Over the last several months I have been unable to produce the editing toolbar that normally appears above the "Title of the topic" box that allows me to manage 'bold,' 'italic,' 'host an image,' etc.

In my Profile, I have allowed for HTML, BBCode, and the Smilies. When I change the settings on these three, only the BBCode and smilies show as their status being changed under the Emoticon window. The HTML never changes from 'OFF.'



My GoogleChrome settings are set to allow for Javascript which was updated last night to no effect.
Our forum is a phpBB.
I am not the sites technical person and have not even viewed any coding for the forum or the entire website.

None of my fellow administrators are experiencing this problem.

There was a connection issue that was already issued to the techs and is already in progress.

Disabling Javascript in my settings and then re-applying it worked! Thank you!!!
