Approval before allowing log in?

I couldnt find where to post this, much less be allowed to post anyways. apparently im not a special user. New to this so no idea what that is. Anyways what im trying to figure out is if there is a way to filter out who applies to my forum. Like a way the administrator can approve the would be registerer. So that way people cant just create an account and log in and view hidden forums. I hope this makes sense.

Administration. Panel - Users & Groups - Users - Users Options
