Description of problem

I have been trying to access My sites admin account for a very long time. The admin account and a separate account given admin permissions both have lost passwords. There is a security feature preventing me from retrieving the password for the account that was given administrator permissions. The actual admin account Is linked to an old email that I don't have access to. If the secondary account with administrative permissions can be allowed to retrieve it's password and access the administration panel, I can try to export the code or themes so that I can transfer it to my new site and continue on the progress I have made upon the forum unimpeded. I would like help with that resolution.
