Solved Moderator and Ban

Is it anyway we allow some mods can NOT ban members and some mods CAN ?

That's not possible at all. If you allow your moderators to ban, every single member that's able to moderate a single section will be able to ban. Anyway you can make a suggestion in the section dedicated to it Smile.
