Remember you will have to present your request here. Once you do that someone from the staff will either accept your request or deny it (explaining to you what you have to do in order for the request to be accepted).

I was trying to start a new topic here in the forum titled "Forum Promotion (Forumotion Forums Only)" under "Miscellaneous" but when I clicked on "New Topic" it came up with a message saying "Sorry, but only users granted special access can post topics in this forum." I just want to promote my forum. That appears to be the appropriate section to do so so what am I doing wrong?

You need to post in this topic: https://help.forumotion.com/t5855-forum-presentation-proposals giving all the required info and then a manager will split and move it to the correct section if the forum meets all requirements.
