How to DEactivate a forum
I want to deactivate a forum but do NOT want to delete it

What do you mean by deactivate? Do you mean make it so members can't post and sign up or you want the forum hidden?

Either one would work.....just that participation is pretty much Nil

What you can do is put your forum on vacation and deactivate user new registration. This will prevent anyone but admins from posting on it.
To turn new guest registration off: ACP(Admin Control Panel) > Users and Groups > Users > Users options > Members > Allow new members: No and save.
To put forum on holiday mode:
ACP(Admin Control Panel) > General > Forum > Configuration > General > Forum on holiday: Yes and save.
