Topics Separate from Announcements
Is there a way to get this result?

I want my announcements and stickies to be separated with a line, and then regular topics that members make to be below it.
Expect mine looks like this https://i.postimg.cc/3rts7rN6/Capture2.png and i'm not really sure why there are two Topic categories that I can make new posts from.

I separated it with a line and decided to test it out, but the line isn't visible.

And what I had also hoped for was putting the Announcements & Stickies / Regular topics on the same field like in the picture I provided. I also noticed that my "last seen" and the actual name of the topic aren't aligned for some reason?

Is there a way to have the topic title align with the text that says when it was created? I don't know why it's off.
