Twitter Emojis
I added the Javascript for twitter emojis. Is it possible to limit who can use them on the forum please?

Anyone should be allowed to use emojis. It is because I am considering using these particular emojis at the largest size of 72 as forum icons to use in posts by staff, so they would not be suitable as emojis anymore
ETA I have already increased the choices of emojis in the normal forum ones, and most users are using them or another emoji site.
Plus I added the gif button for everyone too

Do you mean like the ones we use for topics: solved, important, completed, etc.?

More like just icons to put beside any news we write on the forum in a post.
Though actually the ones you mention would be more useful, if it is possible to have something similar
