Remove ban privillages from moderators

YES you can stop all staff from using the ban system but all admin's / the founder will still have the ban a member link.
ACP >> (Admin Control panel) >> General Tab >> Forum >> Security >>
FIND: Disallow moderators to ban members : Click YES then save
