the screenshot shows a forum with heavily modified templates and ccs codes 
If you want to create your own customized theme you need to have some experience with these

HTML
This language will generally be used for template editing
CSS
You will be using this language to design the majority of the forum with codes
JavaScript (Optional)
if you want to add dynamic functionality, then you will probably need some javascript knowledge
