How do you have the categories and forums structured?

Administration Panel > Display > Homepage > Structure & Hierarchy

Also a category will only appear if a forum is attached to it.

Can you post a screenshot of the admin panel to show us how the forums are attached to the categories?

The forums are not attached to the category.
It should look like this.

Press the modify symbol for a forum.
Then attach it to a category.
