Make sure that you have your forum unlocked from the tutorial, also, see this option if it allows new members:
Admin Panel > Users & Groups > User Options:
Allow new members : yes
> Save

Are you positively sure you hit Save and modified everything? Try disabling Form Auto-Completion in your browser and then try setting the same options again.
