Hello,

You can set it so only admins can activate new accounts, to do so, simply go to ACP (Admin panel)-->Users&groups-->User options-->New accounts activation-->Tick to admins and save. Then only users an admin activates will be able to use their account after registering.

I hope this is what you meant? If not, may you please be more specific in what your asking?
