How do I make my brother access admin panel?

I made a toolbar saying "Admin" and when I click it, it makes the admin panel pop up, but how do I make my brother access it as well?

Put him in the administrators usergroup
AP>> Users and groups>> Group administration>>
Click admin Edit

and then add him to the group by scrolling down

How do I let him access admin panel?

He has to be in the same group (Administrators) as you are to see the Administration Panel link.
