Hi,

Have you tried to follow this tutorial about making categories:
https://help.forumotion.com/t3313-categories-and-forums-creation-and-appearance

Also, make sure you have this settings:
Admin Panel > Display > Structure & Hierarchy > Split categories on index : Set it to 'Medium' > Save
