Toolbar Option Not Showing

for some reason when i want to add the toolbar at the top of the forum i can't see the option in modules can u help me ?

i edit the title of the topic

the toolbar should be bettwen "portal and widgets" and "BLogs" but it don't show for me and yes i am in advance mode
