Issues with new members and posting links

At the moment, My forum does not allow members to post links until a week has passed, and I want to remove this but cannot find it on the admin panel. Is there a way to remove this requirement, or at least lower the timespan?

Administration Panel > General > Forum > Security
Unauthorized users with less then a week registration to post exteranl links and emails: No
This will allow spammers to post links.

General>Forum>Security
Unauthorize members with less than a week registration to post external links and emails :No
