Only admins can view the ACP, simple.

You cannot have more than one group be able to access the ACP.

Add the users to the group called Root Administrators.

If you mean create another group that if any users are added to the group, they get admin access, this isn't possible.

Only users added to the group titled "Root Administrators" will get admin control panel access.
