Go here: Admin Panel -> Users & Groups -> Users -> User options and check "Allow members to unsuscribe?" with "No", that prevents users from deleting their accounts.

Hello,
You can just respond them to delete their own account.
If member want to delete their own account, respond that member to go to his profile, and scroll down.He found the box,and mark it.Then save.
Or you can delete it if you follow this steps:
ACP>>Users&Groups>>>Search Users
And search the name of user that you want to delete
And then, click the name of user,
Then, scroll into down of the homepage
And you found option to "Delete this user account. This operation cannot been undone"
And mark the box,then Save
