Admin Not Allowing New Members

I just discovered that the system is not allowing new members to sign up. It says that the Administrators are not allowing new members. I've checked and the allow new members button is checked. I've reduced security hoping to fix this but nothing has helped. I even logged out and clicked the "Register" button and got the error myself.
