Solved How to activate tagging in notifications

Hello,

I've noticed that people are able to tag one another here and wanted to 'activate' this on my own forum. So I activated to toolbar, only to find out that it for some reason isn't an option?
I use phpBB 2, not sure if that is important information or not.
