Well I figured it out! The error was double-pronged
First, the phrasing here is outdated:
"Always notify me of replies :
Sends an e-mail when someone replies to a topic you have posted in. This can be changed whenever you post."
Made me think it's ONLY set for e-mails, which I'd avoid. But it can be set as on-site notifications in the Notifications settings.
For higher accuracy, it should read:
"Sends an e-mail or notification (depending on settings) when someone replies to a topic you have posted in. This can be changed whenever you post."
or simpler:
"Auto-subscribe to topics replied to, of which new replies will be alerted as notifications or e-mails. This may be toggled on and off in each topic."
The second problem I've had is that, following the site issues (the same issues this topic was created for), somehow that setting I've addressed changed, by itself, from "YES" to "NO", without my direct involvement.
I thought it's always been set to NO, because I had not changed it myself, and I found it as "NO" in the settings. But its effects were active before this event. It must have changed by default following the site lagging/lack of response.
Another possible explanation is that the setting, despite being set to NO, was in fact active all along, and only stopped working since the issues came to be two weeks ago.
So anyway, the matter is resolved now.

Notification work for some members but not others

Some members receive notifications from some other members, but not from other members. I have asked them to make sure they are enabled and they are. It still doesn't work. Example: I will get a notification from Jane but won't get one from Doris.
