When I refresh my forum, the old forum theme shows for a few secs. Anyway to make it not do this?

ACP > General > Config > "Resynchronize your forum"

This may not fix it, but it did for me when I had this issue some time ago.

In addition to what others have said above, have you tried clearing your broswer cache and cookies and/or the forum cookies? It is possible your browser is remmebering the old theme for some reason. Clearing the cache and cookies should help fix this if that is the case.
