Recent topics/Latest posts widget in Generalities

Description of problem

Hello!

I found some forum http://thedarknessrevival.forosactivos.net/ & http://www.bloodycross.net/, where the Recent topics/Latest posts widget is in the Generalities. I tried to figured out how can I make some similar, but sadly I can't make my own. I think maybe it's possible with a javascript or something? How can I move into the Generalities this widget?

I searched here similar problems like mine but I didn't found anything. Could someone help me with this please?

Somehow on this two site can put it into here the Recent topics/Latest posts widget.

You want to put a widget in the homepage then? Do I undertsand that correctly?

I would like to move only this widget (if it's possible) into the Generalities, that the Recent Topics/Latest post widget can be shown on my forum's index/mainpage like on this two examples forums; and the widget will be not on the right or left side, where it used to be by default.
