Splitting topics not working Empty Splitting topics not working

i go to try and split a topic and it goes to a mostly blank screen. see the forum, but not split options. i have split many things in the past, so i know how it works.

not a specific topic either, tried a few. forum is: http://mugenmultiverse.fanbb.net/
