Thank you so much for the help given to allow our Forum member 'June' to now be able to get back onto the forum. Such a relief this was indeed.
Initially after clearing all as suggested, it was found she needed to turn her computer off at the wall. All worked great from then.

Hello @llamafish can i ask you did your member make sure they did as i asked and cleared the browsers ?
if yes please ask your member if they can try one more thing before i go and report this again.
Can they turn the computer and the modem off by the wall and leave it for 2 minuets then turn it back on again.
This sometimes helps reset things.
if this still don't work i will have to go back and talk to our head office.

Yes, they have done that. He's just provided me with this update:

Particularly odd as I hadn’t cleared the cache and cookies on Firefox, only on Safari which is still giving trouble. Still, I now have access on one browser, which is a whole lot better than things have been.'

Hmm that is really strange it sounds to me that Safari is saving cookies still some place.
when clearing a browser you have to tick everything that is listed the problem is Safari is not as easy as all the others tell you the truth i think it's a crap browser
is your member using a mac or a pc ?
they can look up how to clear the browser the right away by looking at google.

my member 'cmp' also was unable to get in after trying the above (including turning everything off completely), although he also has another issue:
'Hi Dan.
I have tried what you suggested but the I still cannot access the Forum.
When I try to log in with my user name & stored password I get a message incorrect username or password.
When I try the Forgot password link it says username not linked to e-mail address.
The site is giving my username as colin-p not cmp'
I suspect he'd had a username change a while back, would this have affected the account?

Our user is in. He was very good and did not try to log in too soon. No others have turned up with the same problem. (knock on wood)

is this member logging in on more then one computer / phone /
what i mean is your member logging in say on a laptop then logging in say half way though the day on a phone or tablet ?
then later on logging in on the laptop again?
This could be why the system is banning them as the forum reads the way its logged in and with a phone the /IP address is still changing even thou they have a static ip address on the wifi.

Alas I spoke too soon, that lasted for a whopping one visit, on his second attempt to log-in he was locked out again with the same issue

the good news is we have cleared your members names and IP addresses from our systems.
Please follow this to the letter or your members will be banned again. IMPORTANT STEPS FOR YOUR MEMBERS.
Please ask all your members that was banned to make sure they clear their browser cache.
THEY MUST DO THIS BEFORE THEY EVEN GO ON YOUR FORUM.
They should clear the cookies as well.
