No indexing by search engines
I have a forum i want to be completely private (it's for members only in my membership site). I do not want any parts of the forum to be indexed by any search engines at all.
In the promotion > search engines > additional tags > there are two places to add metatags: name attribute and content attribute.
I have added the following metatag to both of these (as writtten here) <meta name="robots" content="noindex" />
1. Is this the correct place to add this in?
2. Should this metatag be added in the format in which it is written?
3. Should this metatag be in both places or if one, which one?

You have it in the right place but you do not need the html code formatting (the admin panel will do this in the background after it is saved). Read this tutorial, it explains in detail how to do it:

You can also add this in addition to the other that you say name attribute-> googlebot and content -> noindex you should not put "" only the texts.
name attribute=robots content=noindex
and in the permissions of the forums in all uncheck the option to the guests so that they can see and read the forum. Search engines enter as guests

To help search engines to index your forum, share content from your forum on social media. There are share options for topics and the forum for Facebook, Twitter, Pinterest, etc.

I believe he is asking how to disable them/prevent bots from viewing the forum not what they do.

Ok, then he will have to make the forum completely private. This will not stop the search engine bots from indexing links which will lead to blank pages or message about logging in.
