Colored Topic Title Permissions

First topic message reminder :

I think you should be able to set permission for who can set their topic title color. Because the colored titles give kind of an extra importance, my members are using this feature to get more people to view their topic. But I don't want to remove the feature because I like using it. What do you think?

I really want to use this feature, but I don't because of the fact that you can't edit the permissions. Support for this.
