Category Permissions and New Topic button

Hello!
How I can set my Category Permissions in my forum? I didn't see anything call "Permissions" tab in my category settings.
And I can't see new topic button.
Yes, I'm new.

Permissions can be set for forums, not categories. You'll have to set permissions for each forum.

The steps for permissions are like this:

Administration Pannel  General  Categories and forums  Categories tab  And look for this icon: 

- Once you see it, click on it, and you should be able to change the permission(s) like you want it

I didn't see the button you mentioned.
ONLY forum has this feaeture.
and how i can unlock the forum, because it's block the new topic button (i dont know)?
and how i can get rid of this lock?

When you click on gear button for that forum, there is a setting that says unlocked or locked from drop down menu. Pick unlocked and save.
