you can create something like this by
adding a html page as homepage or active the portal as homepage
and adding the widgets from your admin panel or create and customize your own widgets
after you can style your page , structure the columns, set tables ...anything you want

Hello,
You can create some custom widgets on your portal, or you can split the news widget by using html/css/js on the forum news template to you give to your portal the format which you wish. It have a lot of work to do this.
