I think that message may either have been added to the forum by the admin or else is just a browser message.
As far as I know this is not something that appears on all forumotion forums.

All forums has that message. It was an update by Forumotion awhile back. There was a new addition to the FAQ page about the cookies.

I know there it is there in the FAQ. If you look at Smurf's screenshot though you'll notice it is not of the FAQ, but of a bar at the bottom of the forum. THIS is not on every forum and was either added on by that forum's administrator, or was simply a message from their browser or something.
As far as I know forumotion has this ONLY in the FAQ of every forum. This FAQ can not edited and so if that is what you are referring to @smurfavr , then unfornatelly no, there is no way to edit what the FAQ to change any translations or anything like that. Changes to the FAQ can only be made to the FAQ. All you can do is add onto it.

No, there is a banner, too.

I believe there is not a place to change it in the administration panel. It would have to be done on our end.

Oh that tutorial explains why I have never seen it. It is not displayed to users in the usa, only european countries. That makes sense.
