Domain name expired - forum not accessible from old url

Old admins let domain name http://www.stationaryengineforum.net/forum expire.
However I can still access http://ryansengineforum.forumotion.com/login.
Given that 'cooling off' period is well passed can I now take over administration and let members access
via http://ryansengineforum.forumotion.com/loginuntil we sort out a new domain name?
Could you please advise on procedure and any associated costs ?

1) I don't care about becoming the founder unless that is necessary to proceed.
2) I have tried to contact the previous admins in the past but get no replies so I don't see how I am going to get their written permission now. Is that a prerequisite?

Well if yes its nessecary cause only founder account has access to domain part of the acp I believe.
If you read the topic, if the founder has been gone 6 months and 1 day, you can request to take over the founder account.

That is only if there are other active admins on the site. If there are none, then 3 doesn't apply.
Acp is an acronym for the admin panel (stands for administrative control panel to be precise). Sorry probably should have been more clear on that, sorry about that sometimes I forget not everyone knows what it means.

If there is no other staff members, you need to create a poll/topic on the forum and let the members agree/disagree about the change in the founder.

As far as I can see there has been no activity by the three admins for nearly twelve months. However, a poll might not get much response since most members would not be able to see it as they would use
www.stationaryengineforum.net (now expired)
rather than
http://ryansengineforum.forumotion.com
Any other suggestions?

If your admin has not logged in for over 6 months then you can ask to take over the founders account.
You must make a thread that guests can see and get your members and staff "if any" to vote you in as founder.
you will stall have to do this for us to see that what ever members can get in will vote.
the other way is to PM or email the Admin's on the forum and see if you get any reply from them.

If you get NO reply from the admin's in the next day or so do the following.
Make a thread / Post on the forum so everyone can see and ask your friends on the site to post if they mind you taking over the forum as founder.
once you have done that give it about 2 or 3 days then post a link to that thread here. then PM one of the listed staff members on the link gave before.
we will then look to see if anyone has posted and if they have we will then take steps in a PM to making you a founder of that forum.
If the old founder comes back within 6 weeks he / she has the right to have the forum back. After that you will be the new owner of the forum and they can not get the forum back.
As already said if you can not get hold of the founder or admins of the forum by PM then that's fine we can change it over without them but we must have a post from you in the forum asking your members / friends if they mind.
If now reply then that is fine also we can work around that part if your forum is no longer getting used.

Exactly the founder has 2 months to reclaim the founder account.
