The reason why is that is not the homepage/index in your screenshot.  It is the topic list in forums and sub-forums.

Thanks for the video, now it's clear what your problem is. May you click on modify next to the category 'Trading Hub' and tell me if shows that it is attached to anything? To me it looks like it's attached to the category 'Spyro's Lair' which would cause that problem.

If you unattach Trading Hub from 'Spryo's Lair' it should show how you want it.

You should not have categories attached to categories.  You can have forums attached to forums.
