Webmaster tools problem - adding a new owner I don't know

A new owner, I do not know the site, has been added to https://www.modars1.com/ on the webmaster tools, and his ownership of the site has been activated by adding an HTML file:
google-site-verification: google2efdf3345a28c573.html
This is the email of the new owner: Email Removed
I was not able to remove this file and delete this hacker from the webmaster tools
So how was the file uploaded to the site and is this a breach of the site or what, please inform you, noting that the protection measures are strong on the best forum
